my partner always says you have to to reach out for work everyday when available and blames low utilization on the staff level when we have a dedicated resource manager. Is this industry standard?

Fishes, looking for recommendations on growing business development and sales skills. Finding and growing pipelines, establishing marketing materials, closing sales, and similar for services. I have on the job experience within consulting but never any formal training or education. Entering a new role where I'll need to build organizational capabilities from scratch.
