Is it not possible to get promoted to SA while switching teams from DBO to a different department?

I have completed 2 years and want to switch teams but also want a promotion to SA.

Fishers, any tip to apply and ace for a role that you have zero experience? I have more than 10 years of experience as EA and want to move to OM/admin manager role however most companies only hire those with minimal 3-5 years of experiences.

I have a total of 3.5 years of experience in CTS, out of that i been in maternity leave for an year. Currently I am at level A.
Am i eligible for promotion ? Whom to approach and what to ask ?

I worked 2 years for CTS and got recognized from global VPs for the projects I completed and business I gave. But they never even talked about promotion or calling me on-site after assuring it. Even the mail of recognition from my manager came a month later. This is how laid back CTS can be in India and now after keeping my papers they just came up after days saying we want to retain you as you are valuable asset and will send to on-site but it will take 2 months. This is when my LWD is in Oct 1
