Ask for the description!

You should ask - and get - the description before talking with a recruiter.
When I’m on a contingency search, I always have someone’s resume, though, before the candidate sees a description. (And I wouldn’t talk with you about that specific job unless I had the assignment from the agency.)
This theoretically prevents the candidate from “going around” me. Because should that candidate get the job, I could say I had their resume, gave them the description, etc. This gives me some leverage with the agency. (And yes, you’d better believe the candidate would hear from me.)
I assume good faith on both the candidate’s part as well as the agency’s. And for the most part, that’s worked.
We all need to make a living.
I wish everyone copied their resume bullets into LinkedIn. I look at every LinkedIn profile before I reach out to someone, but too often people list just their title and company. So not only do I not know if they’re using the platforms we need, but sometimes they’re not even coming up in searches!
Also, if you have open to new opportunities enabled on LinkedIn you can specify what you’re looking for in a title and that might weed out some of the issues.
I wouldn’t be offended at all! But a lot of places heavily base their job postings off the description (some may even cut and paste) so that’s also a good place to start while you’re waiting.
You can always ask. I have my job descriptions for roles I handle in a drive folder. If someone asks I just send them in a few clicks. No harm done.
