You can buy lower end Montblanc, Junghans, Oris, and Baume & Mercier. Also depends on if your looking to impress actual watch people or just brand name people

Depends on how you define luxury. What are you looking for, meaning something that is beautiful, technically strong, brand to impress others, etc.?
Some of those can be done for under $2k.
Vintage it’s definitely possible, but they’ll need upkeep, won’t be robust, and probably won’t keep great time.
Seconded on the Longines - it was a more prestigious brand in the past so your dad may hold it in higher esteem wrt watches when compared to Montblanc

If you’re willing to buy second hand then yes, you can find some luxury watches for under 2k. I’ve seen some Cartier and Chanel watches under 2k on The RealReal. Probably depends on how you define luxury though.
Try posting this question in Luxury Watches bowl as well. There are more experts can help you. Below 2k is a tricky spot because "real" watches are either below 1k (Seiko, Citizen, Orient) or above 2k. You can only get an used luxury watch in this price range. If you consider only brand new and want to pay more than 1k then I would say look for Hamilton or Oris. However I think Seiko or Orient are way better than these brands and a lot cheaper.
You can also go for vintage can buy some amazing dress watches around your dress point e.g. omega / Rolex
