I just layed down the steps.
At manager level chances are high, some folks go at SA level as well but that would depend on the team in which you work. I would say 3yr in PwC can count for some teams.

Yes , you can but it’s very rare.
Entire point of founding PwC AC was to source support resources for US and other developed countries from countries like India, Philippines etc where human resources are dearth cheap.
Shifting employees from such countries to US or West defeats the entire purpose (beacuse now you have to additionally pay for visa too)
Having said that there are few and far opportunities especially in tech side. (More than any other dept.)
