The role offered to me in both is same as per my experience. Which organisation i should i consider to join having 9+ years of experience. Also HSBC is paying more than citi. Does it generally take more than 2 weeks to respond with the hiring decision once the final interview panel is complete? Recruiter says the team is still gathering feedback. Is it just another way of stringing someone along while you interview other candidates in hopes of finding someone better?

Consulting tends to pay higher than in-house. Have you researched or asked for the salary band of that role?
At least my consulting doesn't pay more than MS. And it prides in having a reasonably good pay

I think 25% total comp increase is very reasonable yes. Note some of this may be in the form of RSUs- make sure you understand vesting schedule so you can figure out your true TC by year
