How much does comp realistically change going from manager to senior manager at deloitte or comparable?

Can any Infosys Senior Consultants shed light on this? My tentative salary discussion with HR was done on 9-May, i agreed to the salary they proposed, after that they said i'll get offer letter in 2-3 weeks. It has been more than a month now, yet there is no update. On their careers portal, the status is "Review in progress". I followed up with HR a couple of times, they just said they will 'update me soon'. Should i take it that it is not coming now?

I was offered a data analysis public health remote position. Director said “if you don’t hear from HR by the end of the week let me know” that was last Friday HR hasn’t contacted me and I sent the director an email letting her know. It’s Wed and still nothing. Should I email again? Thoughts?

The person who would be my boss and who is very high up called me themselves to tell me that the job is mine, and that we should remain in touch until it’s lifted.
