I wouldn't say its petty. But, I also don't think calling them relentlessly is going to make them want to pick up the phone or respond any quicker. If a client is unresponsive, it's not my responsibility to chase after them. After a few unreceived responses, I move on and start to find other clients. I don't like wasting my time with clients that are not serious about their work.
Not petty. Perhaps not the best use of your time. I’m my sales org the SDRs work to reengage folks who’ve gone dark on open opps as well as book new meetings. Something to consider.

Nope. It's called persistence and it is required in this field.
I don't really think its petty. They say someone's life changes every six months. Depending on what you are selling it could be a sitation where 6 months from now they are interested and get back to you. You never know unless you pick up the phone and try.
Not petty at all. In fact, it's perfectly rational. You're just making sure your hard work doesn't all go down the drain. But maybe it's also a sign that they're not gonna be good clients for you down the line.
You can call it petty. But I think the proper word for it is persistent and determined. If you word it that way, it has lesser negative connotations.
