I got an initial offer from Accenture of 10.28 including variable. Afterwards, I got another offer from Mindtree of 12 fixed, no variable. Now, when I gave that counter offer to Accenture, they are saying that they can increase upto 11.5, including variable. I need to let Accenture know tomorrow. I'm very confused right now. Please suggest what I should do.

No
It depends on the contract with the client. "Expenses" often covers some meals and incidentals. So no problem.
Aren't expenses typically charged as a percentage of the project fees?
