Is it unethical for Partners to use client expense budget for HH/team dinners? Prove me wrong (I think it's OK)

Something that severely gets into my nerves :

I advise clients on tech and sometimes help them debug stuff. This client told me they tested the solutions I gave and that it didn’t work, and requested a meeting to sort it off. We schedule a meeting. I just inspected their account and they haven’t tested shit, I can see the same code mistakes, they never tried to change anything.

I’m pissed. They’re basically wasting my time and I don’t even see the point in meeting with them.

Advice?

My project goes live Nov 9th but I have accepted a new job. When do I put my two weeks in? I have been with this client for > 1.5 years. My gut says give notice Oct 15th but stay through Go Live week. I don’t want to jeopardize my utilization at my new firm. New firm supports pushing start date but obviously prefers an earlier start date.

Whom shall I raise a snapshot to ? Is review done by manager or senior manager has more impact than done by a senior associate in the project?

I have got an offer for TL, client support. What is the difference between Sr TL and TL? I was hoping for the position of TL with 7 years of experience.

P.s. I don't know SQL, could it be the deciding factor?

How bad does it look to recruiters if I leave my current position to do self study to pivot to a different career path? I currently have really bad wlb and would not be able to study for certifications while working. Has anyone done this, what’s your experience? Buying a house, if we don’t put 20% down we’ll pay PMI - I was working on backfilling mine and my spouse’s Roth IRAs for 2020 before the deadline of May 17 - have like $2000 to go. Should I put the $2k toward my down payment and get as close to 20% as possible to reduce PMI or should I put it in my Roth IRA still? We know PMI is bad, but we aren’t selling our current house, keeping it as a rental, so it makes sense for our plans and we plan to hammer down the loan with extra payments to drop it
