I don't think that it's always they don't want you. Sometimes there is a budget that they have and they can't exceed it especially depending on company and service line. It really is up to you to determine if the price is right. Does the offer meet your needs and you Are negotiating just to get more selfishly (which we all do so not a knock there at all) or does the offer fall drastically short from what you wanted, which then that is another discussion.
@D2 and K2..FSI WAS my failed effort. It is an offer from B4 in technology consulting. It seems I attracted right folks here. Do you think it is a nice career move since a lot of you are already part of B4? Thank you all who have responded. I really need guidance here. As I stated earlier, the offer is as per industry average but they kept me at the lowest end of the bracket for that position. Also, I would not say that I had the best of the interviews. I would not have felt dejected had they not planned to proceed further. But leaving no room for negotiation creates a situation where I am getting this impression that they are doing a favor to me. Please excuse me if I chose poor words to express my thoughts.
Roger that EY1 - closed mouths do not get fed. So OP: feel free to negotiate. Doesn't seem as if the low offer is due to budget constraints. Be prepared to walk away and give better interview elsewhere though.
I declined first offer and the company came back with more. You have to have a strong argument for why it benefits them to meet your number. I also negotiated start bonus up.
