There is a program called ATLAS in Amazon India where L2, L3 associates from non tech and other departments can become a software development engineer through an entrance test followed by 10 month training. Is it still open. Or is there any similar program through which I can become a SDE from L2 associate ?

Many private jobs will require it simply as a credential: either masters or CPA. And if you’re running up against other candidates with their CPA you likely go to the bottom of the list

I don't have a cpa started in corporate accounting for 10 years went to cpa firm for 12 as tax technology manager. Now I'm back in private managing a tax compliance team. I say no. If you know your stuff you know it. It gets you into some interviews but knowledge is stronger than letters!
The CPA can be helpful to get your foot in the door and also get higher compensation. it is just another tool in the tool belt.
Get it, you don’t want to regret it later if you dont. If it proves to not be useful, just don’t renew.

It’s debatable. What do you plan on going into afterwards? The main reason people get it in PA is for the bonus and to make manager.
And don’t get the CPA? They all get the CPA here, within the first if not second year.
If you plan to be a CFO or Controller then yes. Otherwise, no. Don't just get it to burnish your resume... it's a LOT of work and you have to constantly keep up with CPE requirements.
I personally let mine lapse as I'm not in a role that requires it and do not plan to leverage it in the future.
Fortune 500 CFOs tend not to be CPAs, since they pull from the mba/ivy league pool. Mid size and smaller companies have a lot of CPA CFOs.

Why not, the firm pays for all your study materials and the testing fees. All you need to do is spend a few hours to prepare for the test.
If 200+ hours is a “few hours"
