Is it worth speaking to HR if you keep getting passed up for promotion for the past year and a half (will be 2 in October) even if all your feedback is amazing and explicitly mentions from multiple ppl that you're ready for the promotion? (Assuming you can't leave due to other circumstances)

HR is unlikely to solve anything for you. Have a conversation with your boss. Also though, how frequent are your promotion cycles? Every six months so you’ve been through three cycles in 18 months? Or annually so you’ve been through one? Are you actually getting passed over? As in, you’ve been put up for promotion and denied it multiple times? Are others getting promoted all around you and are they objectively better or worse than you? Is there something making you believe that promotions in 18 months of good performance is mandated? Being excellent at the role you’re in is not equivalent to performing at next level. So many factors. It might not be as sinister as you imagine. Have a conversation.

Covid definitely threw things off for a lot of people and scared a lot of companies into drastic measures. I’d have the convo and make it known that you feel deserving of serious consideration now that it’s been proven business is actually performing well even in the wake of Covid and that you’ve consistently crushed your work throughout. Assuming all that’s accurate anyway. But it’s a convo with your boss. Not HR.

I haven’t seen anyone win a case against someone senior by complaining to HR unless you are a woman and it is a sexual harassment case. HR is there to protect the company. Even people win those sexual harassment cases because HR still tries to protect the company not because HR cares about those filing the sexual harassment complaints.

Even then, they are more likely to push you out based on the stuff I see on the women’s bowl

Yea you just need to leave or have the partner who is screwing you over leave..as simple as that

HR is not going to do anything

HR's job is to protect the company from employee liability. Not to protect you. If you go to them, they'll document everything and look at you as a disgruntled employee. You'll neither get the promo, nor the good relationship with your manager ever again, and still be dissatisfied. Eventually all this will be used to put you on PIP.

Talk to PML and partner to learn where they think you’re falling short. If your numbers are good but they only give you vague meandering answers, leave.

I didn’t and then when i quit for a better offer, hr asked me why i didn’t come to them about the issues with my promotion. Not sure what it would have done tho

What are the circumstances for you can’t leave? It’s unfortunate but if you can’t leave that’s probably why they’re passing you over. But if you go to HR you need to be prepared to leave so unsure that will be resolved

There's a lot of backstory to this but I can only type so much SO I've been with my company for 10.5 hours and just found out they've increased their base pay for starting employees $3-5/hr. I have received my annual 3-4% raises, only because I always make sure to ask for it, but nothing more. They didn't even acknowledge my 10 year anniversary with the company and it's a pretty small company (less than 100 employees). I feel I should get a $3-5/hr raise since the base pay was raised. Thoughts?
