Which role and position and how much salary for 12 years experienced?

Got feedback after 6+ rounds of interviews that i didnt receive an offer for the job I was interviewing for, main reason being i seemed "low energy" which impacted my conversations/communication at times. I am not sure why if they picked this up after 2-3 rounds why they would have me continue on, but I am not sure how to take this. I asked a ton of questions and did a ton of research so I dont think I came off as unenthusiastic about the role/company, but any ideas on what else this means?

Looking for a new mentor. Background- I previously practiced environmental law for some time and transitioned to health care about 4 years ago. Recently picked up pharmacy (in-house). I am a Unit Coordinator and I enjoyed what I was doing so much I took the time and spent the money to get certified. I was later told congratulations but my certification wouldn’t come with a pay increase, over the last couple months I spotted a new HUC position for a department I’ve been dying to get into for a while now and recently interviewed for the job. I just wondered what is a reasonable salary request if the question gets risen? I should also mention I have my BA and 1+ experience.

Recruiters: if a candidate said something along the lines of “I’m obsessed with this opportunity” (not verbatim but it was that energy) how would you interpret that?
I don’t feel it came off desperate like I need to get this job, but rather in a “I’m really excited about this company and role” kind of way.

Edit: they’re also aware I’m in final round interview for another position, and meets all job requirements if that adds to anything

Anyone has worked for Treasury Department or has heard stories about someone working there? I am trying to explore that possibility. I think this is treated as great experience for tax practice. It seems some top talents from big four or law firm are there. Try to see if anyone has some insights and try to work towards that goal.

Firm is keeping my compensation as-is and not giving me the lock-step increase I am supposed to be getting … hours are excellent and work product is great, feels like total BS to me based on feedback from both of my reviews. I am definitely being scummed.
