Are Money Service Businesses (money transmitter) considered Financial Institutions under Regulation E? They don’t exactly fit the definition of an FI, but there is a lot of gray area.

It’s my gf’s bday next week. She is starting grad school soon and needs a new laptop (she has an old PC). I wanted to give her ~$300 towards a new MacBook, but felt that was a bit impersonal. So, I went to a nearby stationary store to get a card and maybe a few other small things. Picked up a card, gift bag, tissue paper, moleskin planner and leather document holder…next thing you know I’m checking out and it’s like $115!! Now I’m thinking I’ll just give her $200 towards a laptop 😅 😅
