It depends on many factors..
1) previous organization
2) previous salary
3) demand and requirement
4) negotiations with hr

There is a difference in my organization, But we're a startup, and whatever workers they're short on and desperate for when hiring, that's who gets more pay. Last time, it was backend.
To answer the "is it fair" part, I would say yes it is fair. You get paid for the level of problem you are solving. If one role solves a bigger problem they are going to get paid more.
In my experience, front-end devs typically earn a higher base salary (stock ops, etc. are usually the same across the board). I’ve always found this a bit ironic since back-end developers tend to command a higher level of respect than those on the front-end.
Agreed I guess the managers think backend to be the invisible superpower that runs the app😀. But even frontend has the same or sometimes much larger responsibility to keep the application lightweight and has the ability to keep the end user from dropping off from the site.
In the end it all depends on the organization's UI or backend centric approach
