Start your own node, connect a private wallet to your own node and transfer.
Exchanges are custodial. To truly own your coin, you need to move it from an exchange to your own node aka own your own keys.
I don't think so but if u have EOS available that would be the best since on Coinbase if you have EOS there won't be any network fee for transfer it out to an external wallet
