Chat with one of your agency producers. Trust me they will appreciate you bringing them in early and can quickly ballpark the costs of your concept. They will look at number of unique locations, actions in those locations, prop needs, special equipment needs, number of talent, post production needs and your music thoughts.. a good producer can also help you creatively by coming up with more cost effective ways to approach your idea..

I think a Producer could ballpark it for you. There really is no way to know unless you directly contact the agency or client responsible.
So many variables. Mostly comes down to locations for number of shoot days. Talent can vary depending on where you shoot. And post is a big number. Mostly with VFX shots. Post a spot. A bunch of producers can probably make an educated guess.

The old rule of thumb I was taught was "production budget = 10% of media buy" if that helps.
Various interests may have disrupted or invalidated that rule. Seems like a good one though.

from a script perspective: limit camera setups. limit locations. limit ocps. don’t make it reliant on famous IP (you can always start there though). don’t rely on specific talent unless the brief is asking for it. don’t make it reliant on a famous track.
that being said, it’s always tricky as a creative bc you’re just supposed to give your bosses the best thing you have. then the producer becomes a magician and figures out a way to pull it off.
i have NO IDEA how to think through activation budgets though. i’ve had really bad (and what i thought were cheap) stunts get to $1mm+ and really out there activations (like literal moonshots) come back < 100k.
As a rep I often get calls about this!
We se sooooo many different scenarios.
So for example, agency producer calls me breaks down project and I am easily able to connect them w an experienced bidding EP that speaks to the specifics of the project!
