Is there any cooling off period to apply again after getting rejected in Shell interview?

I’m sick of the agencies that ghost you after going through 3 rounds of interviews. I’m sick of friends who forget about you. I’m sick of this waiting for a job that might never come back. I am sick of being sick!

I'm interviewing with a company for the Seattle area and moving from a lower cost of living area. Glassdoor is guessing around $120,000 which seems high to me when one of my friends in the area is making $84,000 (same field and experience)

In the past month, I have gone through 7 interviews at a start up company, including the CEO, who wanted to talk “as soon as possible”.
Kept mentioning my “impressive resume” & “great accomplishments”, & I got the feeling he felt I was overqualified. The kicker was when he said “you realize this is an individual contributor” after I said I knew this job was to build out a function not currently anywhere in the company. Radio silence since.
