Not a fan of the Oxford comma?
Vampire Weekend had a pretty good song about the Oxford comma. Looks like the OP is the answer to their question.
=SUBSTITUTE(Input,","," and",LEN(Input)-LEN(SUBSTITUTE(Input,",","")))
Replace the word Input with your starting cell.

Ctrl replace “B, C” to “B and C”
Ctrl replace “X, Y” to “X and Y”
You’re going to need to use a combination of RIGHT, LEN, and SUBSTITUTE

You can use IF and RIGHT. If 3 characters from the right = “,”, replace with And if not replace with “”
Not a guarantee but can you cntrl +f for all commas and replace all with “and”
With the a, b, c example they will end up with a and b and c
