I gave my interview in Tata Consultancy one month back (May 28th). Now In TCS ibegin portal my status is evaluated. On july 12th Hr told me she initiated offer letter from her side. It needs to go through some approvals and it takes 2 days to time. But it's been a week, yet I haven't received any offer letter. Today I called hr, but she is not answering my calls. Will I receive offer letter ?? How many days it takes??

I would apply ASAP to get yourself at the top of the pile.
If you are actively seeking another position, always apply as soon as possible. If you are just thinking about possibly making a change, study the new position and the employer carefully before moving forward. If your research does not immediately capture your interest, forget about it.
I think you should move on it as soon as possible. Just getting into the competition early probably carries an advantage. It's good to always be ready to move on something like that, make sure your LinkedIn profile is up to date, and always have your resume more or less ready to go. If you see something, you should jump on it that evening or the next evening at the latest.

ASAP, jobs fill quickly, frequently firms/companies pause reviewing resumes while they schedule interviews and follow up interviews with their initial batch of applicants.
Apply early. You want to be the person who sets the bar for the other applicants, not someone who is being compared to every other applicant that submitted an application before them.
Applying early also means you have a better pick of interview slots and more opportunity to make an impression/ask questions than if you apply after several others have already been slated to interview.
I always apply as soon as I see something that interests me, you don't want to miss out on an opportunity by waiting. I never really see the benefit of waiting since in that time they can end up finding someone that they really like.
