Following as I recently joined b4. Seems like a bad decision to promote those who aren't qualified, purely based on tenure.

PwC will move you horizontally along the SA3 cohort (SA3D).
But in my opinion, if you are dipping into 5-year SA territory at a large firm then something is wrong and you should leave/be exited.
No auto promote, The number is just an approximation of YOE. Many exp hires come in at senior 4+ (as they come in above the other salary bands) and the idea is to move them up once they demonstrate the requisite skills.
