Emirates is open, I travelled last week. There were no issues if you have a valid visa.
According to air bubble guidelines it is not open, however if the airline allows it that’s a different thing.
Two days ago I travelled in Air France on H1. They asked if anyone of my relatives are citizens or GC holders. Luckily I pulled my 3 year old’s US visa and Birth Certificate and
got here safely.
So according to air bubble only United and Air India can carry visa holders, rest of air lines should allow only US citizens/GCs or their immediate family members.
Did the flight have a stopover in France / any country in Europe? I was reading the rules today and it seems like transit through Europe was the challenge. Middle East seems ok for now (not 100% sure)

You may want to check the rules with airlines, but pretty clear based on Indian air bubble rules that if flying to Middle East then only if your final destination is Middle eastern country, South America or Africa. US is not included.
Ya this limits flights out of India, on the other hand US limits people coming in to US (for eg; from Schengen)
Hence the grey area. I know of couple of friends who were refused to board a flight to US from Delhi via Doha.
