Is using the same template to email recruiters and CDs actually that bad? Obviously it’s horrible if you forget to change names and such, but aside from that is it really looked down upon?

Hi! I'm currently trying to move into the IT field and have been getting a few interviews for smaller tech companies, but I'm interested in applying to larger names like Google. Does anyone happen to know what hiring managers or recruiters may be looking for in a cover letter? Do they really read cover letters or are they just scanned through ATS systems? I have got a call for cloud engineer position in PWC.
But i havent heard back from anyone for scheduling any interview.
The HR had called me and asked me about my experience in cloud/DevOps, Current CTC, expectations, offered salary.
But after that I havent got any call for interview.

Started a new job in recruitment half a year ago and I’m absolutely dreading my time thus far. My team is incredibly detached from each other and I get nitpicked for the stupidest of reasons (like why am I picking not to go to the office, even though we have a temporary full WFH policy), not to mention that my male coworkers get more praise for doing less than me.
