Common points of consideration =
1. Is the encryption - WPA2 acceptable nothing below that

3. You sure, how many people are there on that network? And you trust all of them?
There is a Network Quality parameter - Jitter ; the lower the better.
Can be seen on speedtest.net
This jitter is usually high for mobile/4G/dongles...While drastically low for fixed line - broadband.
My home broadband jitter value is 2-6
While for Airtel 4G HotSpot is 120-160

Using it for what exactly? The majority of sites are now encrypted so someone may know what sites you’re visiting, but your username/password and bank info aren’t being sent in the clear.

Use a VPN service to encrypt the connection from your device well into the Internet as a whole, avoid the “who’s listening?” question on either WiFi or cellular.
Eh depends if your cell towers are spoofed.
