Just an FYI it's "dibs" not "dips". To answer your question, there's no time limit. They took the effort to dig out the spot, so they want the spot. For a lot of folks street parking is their only option so this is a big deal to them in terms of going to work and getting around.

Not saying this is right or wrong and it's definitely not legal but its the unwritten rules.

Dibs is abused but the idea is you shovel it it is yours. It’s stupid.

Exactly. You don’t own the spot. Guessing someone shoveled it before you anyway. I do understand being totally dependent on street parking, which is precisely the reason why dibs doesn’t work. If the spot is yours and yours alone even when not using it, it leaves a lot of people out of luck, people that shoveled other spots, disabled people or caretakers that would park there while you’re gone. That’s okay, next snowstorm when everyone grabs their spot, and holds onto it for weeks leaving you desperate to find parking, you’ll know what I’m talking about. Life lessons.
