Do you shave? I’ve found waxing to be better, because it takes out the dark roots too.
SUGARING. Sugaring armpits is so worth it. Takes less than 10 minutes, you can make sugar yourself, it’s easy DIY, and lasts 2-3 weeks. During quarantine I taught myself how to sugar my armpits and I’m never going back. It takes a few sessions to get ideal results and there is a learning curve.

I recently purchased an at home IPL machine and it’s seriously magical (had never heard of it previously). After two months of sessions, I have no underarm hair and 75% of my leg hair is gone. Highly recommend!
OP, I would second the IPL suggestion! I too use an at home IPL device (illuminage brand - no longer sold), and it’s been amazing.
I switched from shaving to epilating my underarms and its made a HUGE difference. My underarms have never looked better!

I got laser hair removal for my underarms. No hair right now, but they’re just dark ... I have been using whiting creams. Nothing seems to work
I used to have this problem! I found the darkness came from chaffing against my sleeves. While we can’t avoid sleeves, I only use facial wash on my underarms to prevent dryness and only wax! I found that it removes hair at the root and exfoliates away dead skin cells.
I’ve noticed using a deodorant that dries out my skin also darkens it. So, may be use a moisturizing deodorant?
Dove makes a deodorant to help lightening. But I lasered my armpits and there is no darkness now because there’s no hair. I still have to laser them a few times a year for maintenance but it’s pretty painless now and worth it
I switched from shaving to sugaring and saw a huge improvement in my dark underarms! I also use glycolic acid from the Ordinary before applying deodorant :)
