No offense, but you need to take control of the situation. Either air it out with the designer to get on the same page, or replace them. As the director, I take it that you are the project manager and lead for the campaign? If so, you are well within your scope to drop the designer from the campaign, if you need to.
I agree with M1, if you have authority in this situation, you should exert it. I'm not sure to what extent they're trying to sabotage you but it's not a good look as the director to let a designer undermine you. If they want to stay on the project they better act like it and get over whatever personal vendetta they got against you
This designer sounds hella petty, do you HAVE to work with them? If they're hindering the success of the campaign then they got no business being on your team
Well, you're the director here. What are some measures within your power that you can enact to resolved this?
My best advice is to try to stay professional. If he's openly hostile or undermining your work, keep at hand the contact of someone from HR and know well the procedure to fill complaints. In the meantime, try to focus on your work, and don't let this guy get under your skin.
From your position, can't you change him for another designer who is available and doesn't behave like a child? I don't think it's impossible to finish the campaign with him without mishaps (or maybe it is), but I would look for a way to ensure that in my team no one will damage the work for personal reasons.
