Two strongs and one exceptional won't cut it for someone who would have joined in June, has to be exceptional, also have a good network with managers and SMs also if you had a firm initiative that would definitely help achieve networking and one more exceptional rating. There are many other factors too that would have made others more visible.
So you wanted promotion after serving just 6 months of the perf year with ratings S-S-E. Honestly, that seems far fetched because i haven't seen that happening.
And the new hires you mentioned are you sure they had similar rating with 6 mon in firm, same service line and got promoted? I'm from advisory and I didn't find any single case like that.
You also mentioned past experience, what has that got to do with your current promotion?
I mean past exp would have been considered during your joining in terms of designation and salary offered, right?

It cannot be compared with other peers and getting awesome rating doesn't gaurantee promotion. Did your coach guide you from the very beginning and project leadership rated for ready for promotion checkbox in your snaphots? If not, then thats your starting pintm coach and project leadership for next year's promotion conversations
