Why are average salaries in UK and EU looks much less compared to US for similar role, even with higher tax rates? Is it factoring in benefits such as free healthcare, education etc? Or is it just a matter of demand/supply?

Once I said that am working for a citi project currently through service company, she refused to continue saying employees working for citi projects cannot join citi until completion of 2 years. Is this true? I never heard such policy.
