I’ve been weighing out grad school vs Bootcamp. northwestern has a data science and visualization bootcamp. Roughly $10k - $12k. Could help fill in the gaps that I hopped to close with Grad schools. Adding new technical skills combined with my big 4 consulting experience (currently 3 years. 6 total YOE) I think I could make a pivot into higher paying roles.

Applying to roles within the same federal agency. I know you need one year within the probationary period, but can I apply to a higher GS level? For example, if I'm GS 9, receive a promotion to GS 11 at the end of probation, would i be able to apply to GS 13 roles if I'm qualified? I'm 3.8 years experienced Manual tester with the experience of API and DB basic testing. I'm not having much experience in automation but I am learning.

But HR doesn't provide me this hike as from the start my basic pay was low and because of it I still don't get much progress in it

I am involved in the pure Data Science aspects as well e.g. coming up with the algorithms and pitching novelties and all.
I want to shift to pure Data Science. The reason they picked me cuz I was good in coding and I didn't have any better offers and the time of joining. I have a bachelor's in stats and masters in data science. Any suggestions?
