You’re a consultant and you guys are experts at using buzz words haha you can make it sound cool based on the projects you did there. Most people have months or longer where they just move lazily around regardless what they say so this is normal. Mention the tech you used and how much value you guys brought with each project and how you worked with execs and stuff to improve xyz

Coasted for 4 years with minimal effort is impressive. That does require some talent. Go back into your major projects and look what you and others did & see if you could translate that into experience gained, doesn’t matter if you even describe what others did as long as it is understandable experience.

If your client was public sector can you talk about navigating challenging bureaucracy and stakeholder ecosystems? Streamlining complex procurement? Using strong communication to ensure budget or timelines were never missed? It’s hard to see direct value sometimes in public sector - but did your work lead to anyone thinking differently? Taking the work in a different direction than before? Lead to people asking more questions or opening doors for additional projects or research? See if you can find other ways to describe value that is less-tangible or obvious than “improved revenue by X%)

Haven't tried them either but that's exactly why I'm considering them - to translate government experience into product.

When you say you learned nothing, did you actually do absolutely nothing or are there at least some things you could put on your resume?

You could put down some things you've done and then embellish it a bit so it seems impactful - that's generally what everyone does even if they did meaningful work. I would also start learning relevant things during your job and on the side so that you could put it on your resume under your current role if you're planning on interviewing elsewhere in the future. If your position is more technical (e.g. Software Engineer), then it might be easier to learn a few things on your own so that you can put it on your resume.

I've held several roles from client facing BA, gathering requirements, writing deliverables like use cases, requirements traceability matrices, etc to testing and even mind numbing PMO, handling on/off-boarding tickets. All things a high schooler could do. 0 hard skills.

Your anxiety is based on something that hasn't yet happened and very probably won't.
Even if you have coasted, you will have been involved in some projects and you will have gained experience.
At the moment you are focussing so hard on what you haven't done that you can't see what you have done.

Think about how you would tell the story of things you've been involved with - I guess you've had to justify your hours to your current management over the last four years, so make your resume an extension of that.

Why did you choose to do that? Disenfranchised with the work? Bored? There only for a paycheck? Is the exercise of updating your resume bringing it all to the forefront?

All of the above. I got stuck in a project for a public sector client and after 1.5 years barely saw any results of my work which left me disenfranchised and bored.

What hard skills are you looking to take in in your next role and how can you buzz word skills you have to get the gig that has those skills?

Just freshen up on the things you should have known by now.. look at courses online, Udemy, college textbooks whatever it is… in a couple of months you’ll be up to speed
