Internally, budget shouldn’t be a reason to hold someone’s title. If anything, it should be easier to negotiate for title if there’s no pay increase associated with it. Externally, treat the process like a sales pursuit. That means identifying early if there’s budget available, who the decision maker will be, if there’s a compelling event, etc. I’d you’re not getting the answers you want, they’re fishing.
Lastly, usually you’ll need to be in a role for longer than 9 months before you get a promotion unless there’s an event driving it. Your company and others may simply want to see more longevity in the role before hiring.
Do you think it’s valid for them to expect another 24 months from me in the Director slot before promotion? I was hired for a site GM role and promised during interview that we would regionalize and I would be promoted. I was the first GM regionalized because of performance, but never saw a promo or pay increase from it. Being 9 months into yet another unofficial promo makes me think it won’t happen. Feel kinda stuck.
Sometimes people get stuck in a role when they have domain expertise and management places a lot of value in that. Other times some people are simply not ready yet. Two to three years in a role before progressing to the next level is quite typical.
Aside from budget, ask your manager what it would take to get to Director level and work on that. Once you have the skills and performance metrics, you can use them to apply externally.
There’s also a known Director role gap between my boss and I, which is why we’ve discussed it so heavily over the last year. I’m the guy, the top performer and SME. So it’s not even that I’m asking for something that isn’t possible.
When I say sit the Director role I mean I’ve been actively filling the slot, on top of my normal function, since January 1st.
Further context: my company claims budgetary constraints hindering promotion but they’ve had record profits this year, doubled target revenue and moved the goalpost twice, my division makes up 94% of the company’s revenue, and my region (out of 7) makes up around 36% of the division revenue having almost tripled since I was hired and made changes.
