Has anyone read any interesting books on how to approach QA?

On my team, software engineers end up creating test cases by writing up step-by-step guides for each ticket. QA employees follow these and innovate them where they can - but they ultimately need SEs to provide them A LOT.

This process seems dumb - the test cases disappear after the ticket is completed and I feel like QA isn't much of a professional role if they just follow guides provided to them.

Is there a better way?

I have been working in special education for 12 years ; 8 years at the high school level and 4 years at the middle school level.
