For some background on why it is normal, it's because companies typically identify and budget for conferences that align to their objectives (growth, people development, etc,) in some way. These are the ones on the pre-approved list if everyone picked and chose their own, it would be a less effective use of the company's investment.

I'm a little surprised by some of the responses since I think your request was reasonable. I see plenty of business reasons for networking at an alumni event. You never know who could be your company's next experienced hire or new client, or even just an ally in the business world. What I would have done differently is just expense it rather than ask permission ahead of time since I wouldn't expect anyone to question it.

Why do you need to go/participate for work? Does it offer cpe for your professional license? We’re you instructed to go? It’s less than $100 if it’s so important to you to go then pay for it yourself
Agree with the other commenters here, it’s not reasonable for your company to pay for you to go catch up with friends at an alumni event.

Yeah that seems pretty reasonable to me. Not clear why you'd expect to get reimbursed for something without getting approval (explicitly or by policy) in the first place.

Tbh, I would reject your request too. I would, however, support a request for you to attend a conference that is aligned to you line of work. For example, if you are in HR and wanted to attend some sort of an HR tech conference.
I would not take it personal at all. I would respond back to him by saying “Thank you for letting me know. I’ll do some research and see if there a more appropriate conference for me to attend.”
Start looking at what they do attend and what aligns more to your line of work and ask for that.

What’s unclear in this whole post so far is of there was ever a business purpose for the company in having you going to this event, or just a personal benefit to you (eg catching up with old friends, networking for a possible new job).
Even though you asked your boss if you should go, it’s not clear if that was for any particular business purpose - eg are you expected to find client leads or potential recruits there? If you’re not playing a sales or recruiting role then that’s a bit of a stretch. But it may totally be worth it from a personal perspective, and your boss may have thought you were just asking their advice on that.
Last I heard, employer reimbursements are usually for things that are work-related, no?

Build a business case as to how it improves your company’s brand or your career goals.
If you can’t do that, it should come out of pocket.
