How did you find out how he registered it? If you didn’t already, you can get the rent stabilization history of your apartment from the city - they will mail it to you. Rent control is only for tenants who have lived in the apartment since 1971, it’s a different program from rent stabilization. You can’t get rent control unless you personally have lived in the apartment for the past 50 years, but if it was rent controlled for the tenant who lived there right before you, there are rules about what your rent should be.

If it’s rent stabilized/rent regulated, they cannot raise your rent more than 2-3% per year, or whatever the city board sets for that year (usually that range or lower). It moves out of rent stabilization if the landlord makes significant renovations, like overhauling the kitchen or bathroom (a paint/tile job does not qualify) between tenants. It then moves to market rate.
For rent controlled, it has to stay with someone listed on the lease or their direct family member (such as a child who would have been residing there when their parents were on the lease) without interruption.

They changed the law in 2019, and it’s much harder for a landlord to renovate the apartment out of rent stabilization now. The rent has to rise above the threshold while the last rent stabilized tenant is living there before the next tenant becomes market rate. Rent control ends when the last rent controlled tenant leaves. NYC info on these programs is here:
