How recently have you updated your resume? And are you submitting cover letters with most/every application? That's where you should be able to stick out. Seems like your experience and credentials should get you where you want to be.
As far as a cover letter goes, it usually depends on how I’m applying to the job. If it’s on my phone, no as I don’t have it saved in there. I’m going to save a copy to my documents app on my phone and send one with every app. Thanks for the tip!!
In my experience when I'm not getting any bites on applications I'm submitting, it's a sign my resume and cover letters need some work! Most recently I hired someone through LinkedIn (they provide a resume writing service) for like $25 and they completely redid my resume for me. After a few revisions I started applying again and was getting interview requests within the WEEK. This isn't a one-size-fits-all solution but it may be a good place to start!
Would love to know who helped you? I’m in a similar situation with mine. So overqualified for my current role, but can’t seem to get a callback anywhere I apply to. My resume is almost immediately rejected so I know it’s got to a filter issue with their automated screening software - just not sure how to fix that so my resume hits the actual pile (vs. Immediately screening out).

You may need to make some tweaks to your resume. If you post it here we can help you make some changes. Sometimes it really is just a few small changes on your resume
Are you hitting many of their bulleted points? With computer screening of applicants, that is one way your resume may be getting missed? Another method I’ll mention: a hospital system that only took the first 20 applicants after midnight on Friday to view for consideration.
Try not to get discouraged. I’m also seeking employment currently and because of past times where I’ve sought employment and felt the same way as you, I have to fight that frustration even though I know some of the systems they use to screen applicants.
I'm sorry, that's definitely frustrating. I'd start by having your resume evaluated. You can post it here if you want and ask for feedback. Or, there are experts you can hire pretty cheap on sites like Upwork who can review and optimize it for you. Either way, it might be something as simple as that that's standing in your way. I think ensuring your resume it current and directed at prospective jobs is step 1. Based on your current position description I think with you completing your bachelors it’s likely a good time to move to greener pastures if possible. I think looking for any potential project coordinator or quality improvement roles is a nice transition. If your organization has these roles and you’re happy with the org, I think that would be the first target. The other route is to look for healthcare consulting roles or analyst positions. You’re going to want to expand out a bit to avoid being pigeonholed.
I would say if there are any quality positions within your org, still not a bad means to get your foot in the door and then move on. The hospital-based quality positions often do lean toward RNs but those on the ambulatory side tend to be more flexible. I’ll think about some other types of roles and respond. What market are you in?

Maybe you need to itemize your roles and responsibilities as well as the skillls and tools needed in your job summary
I changed up my resume and added a table at the top where I list the positions requirements along with my skills and experience in those areas.
Are you clear in what you want to do as a nurse? What makes you happy make a list only apply for jobs that fit that description and if you want it follow up weekly with communication following up on where they are in the hiring process ask if they have a deadline to fill the position.
