Yea, if the firm is pushing for bottom line reasons then it’s a bad sign. My firm (mid-size regional) was good about encouraging me to grow a book, but it was never due to a shortage of work around the firm. I was able to bring in a smattering of small matters from my personal network of friends (cyclists, mountain bikers, childhood friends, etc...), and a few developed into meaningful enterprise clients that charted my path to partner.
Sounds like you should lateral
Your firm sounds like my old firm. Any excuse to cut bonuses or assign blame to someone else. Also, a bar? We’re in a pandemic.

Wait- collections? How is that even your problem? While it’s nice to be in the position to bring in work this is not something you can force. It happens with time and experience and as you build the network.
New job time!
I’ll disagree here a little bit and say it isn’t per se unreasonable... in certain practice areas or for certain (likely very small) firms, early business generation could be a reasonable expectation. If you are at a V100 or whatever obviously it is absurd, but if it’s a small local PI shop or something, not as much.
I think the more objectionable part for me is the revenue bitching.
