Not only should it be prorated, but their should be a spin up period as well. Say 80-90 percent of the monthly total until you are fully engaged and incorporated into the firm’s workflow.
Most people don’t start billing 8 hours a day on day 1. There should be a ramp up.

It's a very slow start too. The partners have told me, including the owner, it's slow first and then will picked up. Worried since I maybe billed 20 hours this week but they all know I just don't have the workload yet. To keep myself busy/productive I just read materials (this is a new area of law for me), assemble samples to have for the future etc

1900 a year is 158.3 a month so I figured I'd just do 160-165 once my caseload is up and running. But that is a good question to ask

I prefer an associate who asks about their hours. It means they intend to try to hit their numbers. The only real question is who you should talk to. I wouldn’t mind answering this question at my firm, but there may a designated person (i.e. a mentor, someone in HR, or specific partner). My suggestion is to ask another associate about who you should ask or the partner that made the offer to you.
No - your recruiter should have explained all that and guaranteed full bonus

I would ask. Our firm didn’t prorate hours for bonuses until this year.
Why it should be negotiated up front
Ask your supervising partner.
Usually your req will be prorated to account for when you start.
I was ineligible for certain tiers of bonus for not making the required hours. But I did make base bonus based on annualized numbers.
