You can yes. But if you’re in a city where you don’t need a rental car, why not just walk to get food? Especially after sitting at a desk l day.

I’ve done that (expense Uber’s for food or whatnot) My guess would be it depends on the project
Keep it reasonable and you’re fine. If you’re pulling $$$ Uber’s everyday that’s an issue
I do Uber eats personally, but every project I've been on let's you expense all travel costs for the week. Then again I haven't seen someone abuse it
Uber to and from dinner is till cheaper than the car so why not. Rental car is mostly about convenience unless your hotel is quite far from the client and / or client locale is super far from the airport.
