If the union is decertified, they (or another union) would then need to be certified back in through an election, regardless of whether it is RTW or not RTW.

The best way to find out is to contact the union or the union's legal officer. I am sure they have one, or at least have someone they can consult. It's better to be sure because labor laws differ from one state to another.
