Wear high waisted and long pants and shorter tops (get them altered).

Generally flared is not flattering for shorter people. Stick with straight or skinny (although apparently that’s no longer in style). I also shy away from crop pants as that will appear to cut off your leg. For tops, peplum is a good style to accentuate a higher waist. You can also tuck in longer tops in your high waist pants to show your waist.

I can totally relate - I'm 5'2", and my torso is very long compared to my legs. It's all about finding clothing that flatters your body type - for me, that's a fitted shirt with nice jeans or a high waisted skirt and A-line dresses because they make my body look more proportional.

Wear heels- sandals with wedges, neutral colors that blend with your legs.
