How much time does a recruiter take to process and share offer letter?

My interviews went really well and Management were so impressed that they wanted me onboard ASAP. And got information from HR that they were proceeding to share me offer. It has been 3 weeks now since me waiting for it. The company is good hence have kept other offers on hold.
Whenever i reach HR she mentions everything is positive but reasons which she gives appear vague to me.

If you let a student redo an assignment to correct the answers they got wrong, do you update the grade to the highest grade (presuming they got more answers correct) or do you average the new grade with the previous grade? Curious on your thoughts.
