I’ve also never seen this, but does it matter? It’s just a marketing ploy to make their “rent” seem a bit less, is my guess. Other places charge you for HVAC maintenance etc too, it’s just rolled into your rent # so you don’t notice.

Yes, utilities on top of that. I think it’s just a bogus fee to reduce the loss of lowering rents and waiving application fees

Not common if you are also paying for pepco. Also, if the apartment is managed by EJF Real Estate, run
Strange. Maybe a new expensive HVAC install they passed the cost on to tenants.
My complex charges a $20/mo “common area electricity” fee lol
