If you’re doing a DIY trip, you can generally just email or call the clubs you want to play (my brother just booked us 7 rounds in Ireland this way). You’ll have to pay some or all of your fees in advance and let them know if you want caddies. If you have a group going, it’s generally easier to use a golf planner even though you pay a premium for the service. DM me if you have other questions.

Scottish person here - depends what you mean by easily and cost effectively
As P1 says, DIY is likely the most cost effective. Figure out your schedule and what courses you want to play - email or call them - done. You probably won’t get a cheaper way and a few emails/phone calls isn’t that hard
If you use a tour company or guide - you’ll save the time getting the tee times, but they’ll want paid for their service
Couple things to consider
If you want to play some of the iconic courses - old course, carnoustie etc - tee times are at a premium and often booked waaaaay out. Best way is to use a service, otherwise a crap shoot.
Don’t confuse mileage with time - the UK isn’t that big (certainly compared to the US) but roads and traffic means that it can take a long while to get between venues.
