Isn’t it specifically City of Decatur public schools that are so good, and Decatur schools are separate?
Yes. Decatur is a city school system, like Marietta. It is distinct from DeKalb schools (which, likely given the size of the county, run the spectrum in quality but I do not have first party exp.) in short - Decatur schools are not DeKalb schools.

Can anyone explain how Decatur public schools work? I heard they’re good but ratings don’t seem that great. Are there certain charter schools there people send their kids to that are highly regarded?

Decatur schools are the reason people move to DC Limits. My realtor is amazing and moved to the company “Home” — she showed us probably 25 homes in oakhurst/Decatur area and she herself lives nearby. Highly recommend her and happy to give details.
TLDR:Decatur has a city school district. It is VERY good. People ITP move there for the schools.

The ratings, honestly, just measure wealth of an area. study after study has shown these 3rd party ratings (USNews, Etc.) either take money for increased ratings, or otherwise. APS has choice within the system to some degree + charter schools in some areas. Decatur high is well regarded. Oakhurst, as one could guess by driving around — is also a good school. I would encourage you to do some first party reviews and understand those ratings are a pure reflection of the wealth of families (quite literally, median income is a factor) of the children that are zoned for any one school. I’m not sure what your particular school in question is a concern, but they are very well perceived and have large matriculations to Tech, UGA and beyond.
