Bocas is amazing. Tamarindo is very touristy. I suggest Santa Teresa which is south on Nicoya peninsula. Medellin is amazing great culture, food, nightlife, hostels, and lots to do around the city as well. Santa Marta is also great with great hostels and close to Tayrona National park.
I also really suggest Nicaragua. It was by far my favorite country in this region. Amazing breaches great surf nightlife in San Juan del Sur and a lot of nature.
I just returned from Panama and suggest you look at Bocas del Toro Province in northeast Panama. Several islands with hostels, beaches, and flat hiking trails. Sloths, monkeys, and other wildlife can be easily spotted. There are direct, 1hr domestic flights to/from Panama City as well.
In Colombia: I really liked Cartagena and Medellin (no beaches in Medellin), and one other gem on the Pacific Coast called el Valle, fly into Bahia Solano and catch a tuk tuk or car to get there. I stayed at the Utria Eco Hostel, highly recommend.
From Cartagena you could also take a flight over to San Andres island (it was a $25 flight). I was able to fly all over Colombia for very inexpensive rates. Their domestic flights can’t be beat. Cost of living there is also very cheap.
I did not care for Bogota. It is very high altitude and is in the mountains. It was cold and rainy most of the time I was there.
Costa Rica I really loved Drake Bay. I did fly to several areas. I would avoid Tortuguero, it was too touristy. No central transport around the country I.e no trains, and busses take forever due to bad terrains. Flew into San Jose, visited both coasts, from there flew to Bocas del Toro, then flew to Panama City from there, spent a few days and flew home from there.
These were 2 separate trips.
Bocas del Toro does seem very cool! I’m also looking closely at Tamarindo, Medellin, and bogota
Loved costa rica! Only issue is each location is about 2.5 hours apart so you’ll have to drive to different parts! But so worth it

I LOVE Costa Rica and Colombia so much! Both offer a lot of hiking, activities. Colombia has more culture and food is just simply amazing and fresh. Costa Rica has a lot of nature places and it's so beautiful! Food is great too if you're in big city. You honestly can't go wrong with either choice! I would go back to either location at any time!!!

I would just do one country if you’re only there a week.
Medellin is an incredibly beautiful city and has amazing nightlife / good travel scene. No great beaches in the country though outside of San Andres, so if you are optimizing for that I would choose Costa Rica.
