Usually there’s weird technicalities. I changed between IPG agencies and the recruiter at the new agency wasn’t technically allowed to reach out to me for the first contact, someone who knew me there did and I interviewed. Then I had to go to my current agency’s HR and tell them I was interviewing at said agency. Both HR teams had to connect to ensure there was no conflict of interest before a formal offer was given. This conversation only happened after I had interviewed and was guaranteed an offer (despite all the technicalities). You can only get a 15% increase with inter-IPG agencies, but I’m not sure if that applies the more senior you are. This was 3 years ago, not sure if anything has changed since then.
@OP, start by checking your company's handbook. As @SS1 said, holding companies are very particular about who you have to tell and when.

My main concern is how much transparency to have with my current agenecy and when to have it. Who needs to know what and when?
Yes, read the employee handbook, it's usually spelled out. All networks have anti poaching policy so you usually have to apply yourself + alert your agency you're interested in switching shops within the network to get "permission"
OP - ok, apologies for sounding harsh but so many people want an easy ride. I always get the 'How do I move to America and can you find me a job with a visa?' messages...
Some details: no client conflicts and the two agencies in question deal in different disciplines.
OP - What answers have YOU not found yet through your own research of the situation? Please don't rely on others efforts alone to make your life decisions easy.
I know holding companies have limits on salary increases, but does anyone know of those limits still apply if you're moving up a level?
