Dual degree won’t really help. Save the $ and the extra time. Just get a top MBA and go through the on campus pipeline. Take some courses at the public policy school and do some networking there (not to get into McK but for later).

Agree with others here. I'd consider HKS if you can't get into a top 20 MBA (e.g. UVA/UCLA), but no dual degree. By the way, I have what is probably the most prestigious/top job in international development and it's not really worth it. Just go do MBB/tech, make lots of money, and sit on some boards or get a political appointment.
It's like being a professional classical musician or a tenured professor in the humanities. Vanishingly tiny career field, nearly impossible to get in, dramatically more competitive than MBB/big tech, abysmal pay. Also, red tape, lots of red tape.

FWIW my short term goal is consulting in the international development space, and long term I hope to work for a developmental organization (think UNDP). I have a background in technology consulting and served with the peace corps, prompting my interest in the international development space. Am asking strictly about McKinsey’s public sector consulting practice as I wasn’t able to see where they recruit from online and I like alot of the work they do there.
Have thought about weighing out the pros and cons of getting a dual degree, but feel that the subject matter knowledge in policy analysis and networking it will provide will help me in the long run.
