Hi! I charge $500/month to consult for a small business, and I only spend around 10-15 hours/month. I meet with their marketing team once/week and guide their marketing strategy
I honestly think it just depends on what is agreed upon in your contract. It’s different for each client, but yeah most of the the time they’ll have a team or are starting to build one. I was also hired previously to do SMM and fb ads but I realized that it takes too much time so I prefer to consult. But I also have SMMs I could recommend to clients if needed.
I think it's just a branding thing at this point...but I think what others have said is true - as a consultant, you're the one telling people what to do but not necessarily executing (or at least outsourcing that from your end)

For context, I am 67 and still working! Although I semi retired I enjoy working although I only work from home. I almost always work C2C and not W2. I recently returned for full time contract for one of the top tech companies in the world although my preference is small to mid size companies.
If you want to pivot to consulting, you must establish your brand and skills you want to offer. Show examples of project plans, media calendars, and any use case and UX research. Then highlight your social media implementation successes.
Your question is you want to do less hands on. As a social media manager, you’ll likely keep your hands in it. In fact, if you don’t you’ll quickly have irrelevant knowledge.
While you can brand yourself on the freelance circuit and even sell specific services as a package on Upwork, you will have to put yourself in a silo to achieve your goal.
If you want to be a 100% consulting manager, I suggest you go after Marketing Manager positions that may manage or align with the social media team. It’s not an easy transition. Best of luck!

For additional context… I’ve done Social Media Management services in the past and want to move to something less hands on and more advisory as I work full-time and wouldn’t be able to commit to full-time SMM for a client.
But as I said above, I haven’t been able to find any examples of how fellow SMM’s have structured consulting services that differs much from doing full blown social media management (ex. community management, strategy, content creation, etc)
Edification is key. Write down a bio of all your accomplishments and why you’re the best person to get consultation from
I do this. I am similar to a coach in that I help you find the tools you need and help you refine your social media strategy but I don’t actually execute it for you. I refer to a partner agency that does production if they need that.
But I help train people so they can run their socials themselves
