@P1: The part where the taxi driver started crying, and she still just fled, suggests one or more of: cowardice, a desire to escape feelings of accountability, a lack of empathy. None of which is great in a human being, let alone a manager.
I think you're forgetting the fact she left her number. Obviously she means to fess up when the time comes. I feel like there's too much judgement when nobody but the OP and the manager can know the full story
Manager quickly writes down her cell phone number and runs off after saying "I'm very sorry but I know you have insurance. I'm running late to a very important meeting and can't stick around. Good luck!" Manager proceeds to enter the Starbucks in the lobby per usual before meeting.
In elevator, manager has profound realization. "If I had been faster, I would have lost a leg."

Its a crime to leave an accident scene that you started... if you crashed your car into someone and then just drove away, it's a hit and run. Doesn't have to be intentional. I'll get back on my high horse now
Seems like they should have stayed for the police at least to be on the report. Wonder if the tour bus stopped at all. Sucks ppl just think they're too damned busy to stop and deal. Also this situation advocates the Dutch Reach!!!! Could have killed a biker as well.
M1- Why not? It makes your company look bad and those aren't the people you want in your firm. First off, it's a crime. Second, Driver could easily lookup the person's name and find out where she/he worked that they have such an important meeting to attend
